Selectmen Meeting Minutes 07/07/03
The Board of Selectmen held a regular meeting on Monday, July 7, 2003 at the C. H. Booth Library, Main Street, Newtown, CT.  First Selectman Rosenthal called the meeting to order at 7:30 PM.

PRESENT:        First Selectman Herbert Rosenthal, Selectman William Brimmer
ABSENT:  Selectman Joseph Bojnowski

ALSO PRESENT:  Town Engineer Ron Bolmer, four members of public, one member of press

VOTER PARTICIPATION – None noted

COMMUNICATIONS:  First Selectman Rosenthal received correspondence regarding vacancies on the Hattertown Historic District.  He will wait for recommendations from the Town Committees before putting this on the agenda.
        Mr. Rosenthal received a memo from CCM regarding the State’s duty to pay grants to municipalities.  Governor Rowland has indicated that he does not intend to authorize the continued payments of various grants because he does not consider such aid to be essential to government operations in the absence of a state budget.   

ACCEPTANCE OF MINUTES:  Upon motion by  Selectman Brimmer, the minutes of the 5/5/03 and 5/12/03 meetings were unanimously accepted as presented.

NEW BUSINESS

Driveway Bonds Releases/Extensions
Selectman Brimmer moved to release eleven (11) driveway bonds as outlined on Attachment A.  Motion seconded and unanimously carried.
        Selectman Brimmer moved to approve a six month extension for one driveway bond as outlined on Attachment A.  Motion seconded and unanimously carried.

Tax Refunds
Selectman Brimmer moved to approve May 2003 Tax Refunds No. 14 in the amount of $734.68.  Motion seconded and unanimously carried.

Transfer – Registrars
Selectman Brimmer moved to transfer FROM Acount 01570-2000 Contingency $6,500 TO Account 01180-1005 Referenda $6,500.   Motion seconded and unanimously carried.
        This transfer is to cover the third budget referendum.  Only one referendum is included in the budget.

Legal Matters
Selectman Brimmer moved to enter executive session to discuss legal matters and to invite Finance Director and clerk to attend.  Motion seconded and unanimously carried.
        Meeting entered executive session at 7:50 pm and returned to open session at 8:00 pm.
        Selectman Brimmer moved to authorize legal defense in Brookheights, LLC v. Planning & Zoning Commission.  Motion seconded and unanimously carried.

Having no further business, the meeting was adjourned at 8:05 pm.
